Required Items indicate what requirements apply to a specific job, and when they must be satisfied. Every job filing is unique. Scope of work, location, and other variables determine which requirements apply.
The Required Items Reference Guide is an online reference that establishes a clear, common standard for when requirements apply to a particular job filing and how to satisfy each required item. The Guide may not be a complete list of every item required for a job.
However, the online version of the Guide is continuously updated and reflects the most current information. Changes and corrections will be reflected in the online version of the Guide and will not be printed until the next published version of the Guide is released.
*NOTE: This version of the Guide does not include the Controlled Inspection Required Items or Builders Pavement Plan (BPP) Required Items (with one exception). Explanations for those Required Items will follow in a future edition of the Guide.*
Street Trees To enforce the NYC Council’s Citywide Street Tree Zoning Text Amendment – adopted April 30, 2008 – the Department created two new required items that automatically apply to New Building, Alteration 1, and Alteration 2 (enlargement) applications:

The design applicant will be responsible for indicating proposed and existing street trees on the submitted building site plan. Applicants are responsible for ensuring that the site plan, BPP plans, and Street Tree Checklist (ST-1) accurately reflect each other. View the NYC Department of City Planning and the NYC Department of Parks and Recreation websites for additional information on the street tree zoning amendment.
In addition, to reduce changes to tree pit size and tree species after construction has been completed, applicants must submit a street tree site plan to the Department of Parks and Recreation for review and approval.
The design applicant must indicate proposed and existing infrastructure on the submitted building site plan. It is the applicant’s responsibility to ensure the site plan, BPP, and Street Tree Checklist (ST-1) all accurately reflect each other.
The NYC Department of City Planning (DCP) amended the Hudson Yards Parking requirements (outlined in ZR 93). To support the changes, there is a parking required item for New Building (NB) and Alteration Type 1 (ALT1) applications. A Certificate of Approval from (DCP) for the proposed number of spaces must be submitted to the Buildings Department prior to approval.
This required item will automatically be applied to NB and ALT1 applications for the following areas:

The Single Room Occupancy Multiple Dwelling (SRO MD) Anti-Harassment Checklist (HPD3) is required for Single Room Occupancy Multiple Dwellings undergoing demolition or alteration (does not apply to Alteration Type 3 applications for sheds, fences, or curb cuts).
Prior-to-approval and prior-to-sign-off required items apply to all applications on city-owned properties that are not Landmarked for Art Commission approval.
A required item automatically applies to New Building, Alteration (Type 1, 2, and 3) applications filed for properties with Air and/or Noise Little "E" designations within the Hudson Yards, West Chelsea, Downtown Jamaica, and Manhattanville Mixed-use special districts.
