The Commission's Office of the Chair (OC) is responsible for issuing final Decisions and Orders after a trial and interim orders on issues that may arise before trial. After the trial, the Administrative Law Judge (ALJ) issues a Report and Recommendation, which may include findings of fact, decisions of law, and recommendations on damages and civil penalties. The OC reviews the matter, including the trial transcripts, evidence presented at trial, ALJ's Report and Recommendation and any post-trial comments or objections de novo, and then issues its Decision and Order, adopting or rejecting – in whole or in part – the ALJ's Report and Recommendation.

Commission on Human Rights ex rel. Joo v. UBM Building Maintenance Inc., 12/20/2018: Respondents were held liable for firing Complainant based on his age and then retaliating against him when he sought to file a discrimination complaint. The Commission awarded $70,216 in compensatory damages (including back pay, interest, and emotional distress damages), imposed a civil penalty of $30,000, and ordered the Respondents to modify their policies, and undergo training on the NYCHRL.
Commission on Human Rights ex rel. Carter v. N.Y.C. Police Department, 09/28/2018: The Commission agreed with the recommendation that the Complaint should be dismissed.
Commission on Human Rights ex rel. Thomas Gibson v. N.Y.C. Fried Chicken Corp., 09/28/2018: Respondents were held liable for disability discrimination and failure to provide a reasonable accommodation, after telling Complainant that he was not welcome in their restaurant due to the presence of his seeing eye dog. Among other things, the Commission awarded Complainant $13,000 in emotional distress damages, imposed a civil penalty of $18,000, and ordered the Respondents to modify their policies and undergo training on the NYCHRL.
Commission on Human Rights ex rel. Patrica Lissade v. Yunetta Baron, 08/08/2018: The Commission agrees with recommendation that the Complaint should be dismissed.
Commission on Human Rights ex rel. Longmire v. S&A Stores, 04/12/18: The Respondents' motion to open default was granted and the case was remanded for further investigation by the Law Enforcement Bureau.
Commission on Human Rights ex rel. Carol T. v. Mutual Apartments, 04/12/18: Respondents were held liable for failure to accommodate Complainants by refusing to permit them to reside with their emotional support dog. Among other things, the Commission awarded $40,000 in emotional distress damages to the mother complainant and $30,000 in emotional distress damages to the daughter, imposed a civil penalty of $55,000, and ordered the Respondents to modify their policies, undergo training on the NYCHRL, and post several notices of rights.
