Citizen Participation Plan

The Citizen Participation Plan (CPP), is New York City's framework to promote a community-wide dialogue to identify housing and community development priorities and guide the use of funding received from the Community Planning and Development (CPD) formula entitlement grant programs administered by the United States Department of Housing and Urban Development (HUD). New York City's CPP sets forth the procedures adopted to encourage citizen participation in formulating the Plan and provides for citizen participation throughout the consolidated planning process.

Anti-Displacement Plan

In accordance with 24 CFR 42.325(a), the City will continue to take all reasonable steps to minimize the displacement of families and individuals from their homes and neighborhoods as a result of a federally assisted project activity assisted with funds provided under (1) the Community Development Block Grant (CDBG) Entitlement Program (24 CFR 570), or (2) the HOME Investment Partnerships Program (24 CFR 92).

Emergency Solutions Grant Written Standards

The City of New York receives McKinney Vento - Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development (HUD) and applies those funds to help individuals and families in New York City experiencing homelessness, as well as those at risk of becoming homeless, in the areas of street outreach, emergency shelter, homelessness prevention, rapid re-housing, and a Homeless Management Information System (HMIS).


Under the umbrella of the City’s Department of Social Services (DSS), the Department of Homeless Services (DHS) and Human Resources Administration (HRA) oversee and manage the provision of ESG-funded programs in New York City for single adults and adult families who are homeless, people experiencing street homelessness, and individuals and families at risk of becoming homeless. All ESG-funded programs must meet the standards below, as required by Federal regulation.

Proposed City Fiscal Year (CFY) 2025 Community Development Program

Modification to the Community Development Block Grant Program (CD)

Pursuant to Section 91.105(c) of HUD's Consolidated Plan Regulations, the City is notifying the public of proposed programs and budget allocations for the 2024 Consolidated Plan/Fiftieth Community Development Program Year (CD 50). The programs and budget allocations are identified in the "Proposed City Fiscal Year 2025 Community Development Program." This document contains the Proposed City Fiscal Year 2025 CDBG Entitlement budget, the Proposed Revised CD Year 50 budget (which will be incorporated into the Calendar Year 2024 Consolidated Plan), and the Proposed CD 51 / Calendar Year 2025 budget. This document is not related to Community Development Block Grant-Disaster Recovery funding.

Proposed City Fiscal Year 2024 Community Development Program

The total Proposed CFY 2024 budget is $247,438,000. In addition to the CDBG allocation, the budget is supported by other sources, which include those currently available and those expected to become available during the fiscal year.
