DCAS Fleet Management issues citywide rules for vehicle and fleet operations, and supports agency training efforts relating to vehicles. The primary DCAS training program is the NY State Defensive Driving program. The class focuses on preventive and safe driving and the rules of the road and can entitle successful participants to license points or insurance benefits. A class completion certificate lasts for three years. This program is available online and in person. Please contact your agency transportation coordinator or fleet director for registration link or to schedule an in-person class.
The first section of policies and materials below are of general interest to city vehicle drivers and managers, as well as a required part of the defensive driving class. They would be provided to attendees of the in-person class. Drivers who register for the online class thereby certify that they will download and review the materials.
DCAS is also partnering with other agencies, nonprofits, and the private sector to expand training for the City’s drivers and auto mechanics. Additional materials for drivers are posted on this page. Training opportunities for City auto mechanics include training in maintenance practices for biodiesel, gas-electric hybrid, and plug-in electric vehicles. Some classes include certification from the National Institute for Automotive Service Excellence (ASE). Training partners have included the National Biodiesel Board (NBB), ASE, and vendors including GM, Cummins, Ford and others.
These materials are of general interest for all NYC fleet drivers, managers, and fleet staff. They are handed out at in-person Defensive Driving classes. All registrants of the Online Defensive Driving program are required to review these materials.
NYC Vision Zero agencies have produced several videos and fliers to introduce the Vision Zero initiative to drivers and show how their choices behind the wheel can keep their passengers, themselves, and other road users safe. We encourage drivers and fleet operators to use these videos and fliers in their training programs and facilities.
In 2007, the city fleet began piloting the use of biodiesel blends to reduce emissions. In November 2023, the City of New York announced a full transition to renewable diesel for all city trucks by June 2024. In order to support this transition and to provide education on these fuels, DCAS Fleet and the American Lung Association have created a free training program on biofuels.
