Artwork Relocation or Conservation

Any conservation, restoration, repair, alteration, replication, removal, or relocation of any City-owned artwork must be submitted to the Public Design Commission for preliminary review and approval before the work begins. All projects are reviewed by the Commission's Conservation Advisory Group (CAG), a team of conservators and art historians who advise the Commission. Checklists should be used to ensure that submissions are complete and included with submission packages. Project Types

Artwork Relocation and Conservation includes the following types of projects. Applicants are encouraged to use their best judgement and ask their agency liaison for further clarification if required:

  • Conservation
  • Restoration
  • Repair
  • Alteration
  • Replication
  • Removal
  • Relocation

Levels of Review

The Public Design Commission design review process requires submission at various levels of review as the project is developed, including:

  • Conceptual: Typically not required but may be submitted for complex projects or if additional guidance is needed prior to request for proposals (RFPs) and/or prior to selecting a conservation team.
  • Preliminary: Occurs after a conservation/relocation team is selected and has examined the artwork and requires documentation of existing conditions and description of the proposed treatment. Site visits and mock-up reviews are often required as conditions of preliminary approval. 
  • Final:Occurs after the work is completed and requires the submission of final conservation reports and photographic documentation of the completed work.

The Public Design Commission also requires submissions for post-approval actions for limited scope projects, including: 

  • Amended Preliminary:  Only required if there are any changes to the approved preliminary proposal. 
  • Extension of Approval:  Only required if the certificate of approval expires before the work begins.

Before preparing a submission, please review the checklist and instruction documents. Checklists should be used to ensure that submissions are complete and included with the submission package.
