Concept Papers in 2013

Residential and Non-Residential Runaway and Homeless Youth Services (RHY) Concept Paper

We are pleased to present you with the Residential and Non-Residential Runaway and Homeless Youth Services (RHY) Concept Paper and invite you to comment on the approach outlined with respect to improving the continued quality and efficiency of the RHY programs. This Concept Paper serves as a precursor to an RHY Request for Proposals (RFP), which is anticipated to be released late Spring. DYCD anticipates entering into three-year contracts for programs to begin July 1, 2014. Please email comments to DYCD at CP@dycd.nyc.gov no later than April 26, 2013.

Neighborhood Development Area (NDA) Concept Paper

We are pleased to present you with the Neighborhood Development Area (NDA) Concept Paper and invite you to comment on the approach it outlines with respect to critical social services for New York City's low-income residents and communities. This Concept Paper serves as a precursor to an NDA Request for Proposals (RFP), which is anticipated to be released this Fall. DYCD anticipates entering into three-year contracts for programs to begin July 1, 2014.
