The New York City Department of Youth and Community Development (DYCD) invests in a network of community based organizations and programs to alleviate the effects of poverty and provide opportunities for New Yorkers and communities to flourish.
DYCD contracts with various community-based organizations that provide services and activities for youth and low-income populations.
To do business with the City of New York, organizations need to create a vendor account in the City’s Payee Information Portal (PIP) (to get paid) and also in Procurement and Sourcing Solutions Portal (PASSPort) (for all other contracting actions, including completing vendor disclosures, finding and responding to contracting opportunities, signing the contract upon contract award, and much more). The Mayor’s Office of Contract Services (MOCS) developed and maintains PASSPort.

The vendor will implement and provide hands-on activities focused on supporting the development of children and young adults and fostering positive relationships within the community. Programming and activities should primarily take place at the Rangel Houses Community Center and within the Rangel Houses Development. Activities should be designed to support middle school and high school aged young adults. The vendor can propose a wide range of services to address the diverse needs of Rangel youth residents, including educational programs, health and wellness initiatives, recreational activities, soft skills workforce development, and social support services. The New York City Department of Youth and Community Development (DYCD) is seeking to identify organizations with experience providing workforce development and wraparound services to underemployed or unemployed participants, ages 18 to 40, involved in the criminal justice system or impacted by community violence.
In the Community Resources for Employment and Development Program (CRED) NYC, participants will be offered work readiness training, occupational training, and internships for in-demand sectors for up to 24 weeks, with 3 months of follow-up services, including job placement, after completing training. In addition, participants will have access to a myriad of supportive services throughout the program, including mental health counseling and connections to social services, resources, and benefits that would enable them to successfully engage in the program activities (e.g., housing, life coaching, academic support, legal support, access to healthcare, etc.).

FY 2025 COMPASS High Programs Negotiated Acquisition Notice
Pursuant to section 3-04(b)(2)(iii) of the Procurement Policy Board Rules, the Department of Youth and Community Development intends to extend the COMPASS High Programs. COMPASS High programs are for students entering grades 9 and 10. COMPASS High programs are intended to provide encouragement, support and a sense of community to help participants successfully transition from middle school to high school, stay on track through the 10th grade and make the most of their high school experience.
The term shall be July 1, 2024, through June 30, 2026.

Pursuant to section 3-04(b)(2)(i)(D) of the Procurement Policy Board Rules, the Department of Youth and Community Development will negotiate with the following Crisis Management Systems (CMS) service providers. The Crisis Management System (CMS) is an integral part of creating and maintaining community safety in New York City. Operating in 28 NYPD precincts that account for more than 50% of the annual gun violence incidents across the City, CMS empowers a network of credible messenger-based services to prevent and interrupt gun violence through proven public health approaches.
