421a partial tax exemption

Your property may qualify for the 421a property tax exemption if it meets specific criteria for new residential construction, substantial rehabilitation, or certain types of conversions within designated areas of New York City. The construction must include a required percentage of affordable housing units.

Application process

To apply, you must first submit an application to the Department of Housing Preservation and Development (HPD). If you are approved by HPD, you will receive a Certificate of Eligibility. You must then submit the Department of Finance’s 421a application along with the Certificate of Eligibility you received from HPD.

There are eleven types of 421a exemption benefits. These exemption types vary in duration. Below are the 421a completion benefit schedules for each type.

  • Military request for relief: Use this form to request that you be excluded from lien sales, Environmental Control Board judgments, parking and camera judgments, and tax warrants on the basis of military service.
