RFP Release 

HPD released the 324 East 5th Street Request for Proposals (RFP) on May 29, 2025. HPD invites developers to submit proposals to develop high-quality, sustainable housing in Manhattan Community District 3. 

Pre-Submission Conference  

 An online pre-submission conference was held on June 23, 2025. Submissions are due no later than 4:00 PM on Friday, August 22, 2025

Are you interested in submitting an RFP response?  

Interested parties that choose to download the RFP must provide their contact information by submitting the form below. Only those who provide their contact information will receive updates or additional communications regarding the RFP. The RFP contains a detailed description of the development program, requirements, guidelines, eligibility requirements, selection process, and submission requirements.    

All communications must be made in writing. If you intend to submit a proposal for this RFP, please send an email to East5thRFP@hpd.nyc.gov to express an intent to submit by 4:00 PM on August 8, 2025.
