OMB’s Financing Policy Unit is responsible for managing the City's long-term capital financing program. In addition to implementing the NYC General Obligation bond financing program, the unit is also responsible for the debt management of various financing entities including the New York City Water Finance Authority, the New York City Transitional Finance Authority, the Hudson Yards Infrastructure Corporation, the Sales Tax Asset Receivable Corporation and TSASC, Inc.
Working with the Office of the NYC Comptroller, OMB determines and approves structures, terms and conditions for all City debt.
OMB's Financing Policy Unit also works with conduit borrowers, such as the Dormitory of the State of New York (DASNY) to implement lease financing for various City capital projects.
