This committee deals with the unique relationship that exists with the operation of the Battery Park City Authority which is the landlord for thousands of residents in Community Board 1, collecting both ground rent and property taxes. They will focus on those items that arise out of this relationship.

Being surrounded on three sides by water and having suffered through Superstorm Sandy, Community Board 1 is acutely aware of the threat posed by climate change and increasingly frequent extreme weather events. The Resiliency Sub-Committee will focus on the implementation of a complete coastal resiliency plan, long-term sustainability and environmental protection of our district.

This committee is responsible for forming recommendations on discretionary actions and applications such as: the use and disposition city-owned property, revocable consent, ULURP (Uniformed Land Use Review Procedure), BSA (Board of Standards and Appeals), Zoning Text and Map Amendments. Community District 1 has the challenge of evolution into an increasingly 24/7, mixed use district, conversion of older buildings, and development of new buildings overlaid on a streetscape that is the oldest in the City. Many items will also impact the economic development of both small business and large enterprises. This Committee will work primarily with the Department of City Planning and the local business improvement district, the Downtown Alliance.

This committee will review all Landmarks Preservation Commission applications related to individual landmarks and buildings within our historic districts. Community District 1 has a deep and rich history; this committee will strategize towards the best ways to preserve that.

This committee will handle all issues and applications related to the State Liquor Authority (SLA), sidewalk cafés, street activity permits, newsstands and street co-namings. Consistency in working with the SLA, while adapting to local needs, will ensure a smoother process, protection of our street life and economic vibrancy.

The streets of CD1 are unique and historic, reflecting the origin of our city. Yet they must service an ever-expanding and increasingly mixed-use population including residents, workers, businesses, tourists and students. The Transportation & Street Activity Committee addresses every aspect of the district's transportation needs, including infrastructure, streets, sidewalks, pedestrian ramps, traffic signals, traffic patterns, street usage, parking, signage, bus and subway service, ferries, and all types of mobility uses including automobiles, trucks, bicycles, scooters, skates, wheelchairs, strollers, as well as pedestrians. The committee works closely with the Department of Transportation, the Metropolitan Transportation Authority, and other agencies, with an eye toward making the streets, sidewalks, and transit facilities of lower Manhattan the best they can be. It will also cover all applications for street activity permits (not related to liquor licenses) for cafes or events.

The Waterfront, Parks & Cultural Committee represents and promotes the interests of our waterfront, parks and other spaces under the jurisdiction of the New York City Department of Parks & Recreation. The committee reviews all plans for restoration of area parks, assists park neighbors in securing funding for work and restorations, raise public awareness of the importance of our parkland. The contiguous waterfront of Community Board 1 as well as Governor’s Island will be the focus of this committee. So much of our parkland, waterfront and open spaces are used for cultural events, this committee will also focus on cultural issues within CB1.

The Youth & Education Committee will oversee the educational facilities, services and programs that affect young people to the age of 21, working with the Department of Education, Department of Youth and Community Development, the School Construction Authority and community youth facilities and organizations. Where appropriate, the committee will issue recommendations to the relevant governing agencies, elected officials, organizations and host informational forums on particular youth and education issues affecting our district.
