Join the conversation about community and capital investment at your development made possible through PACT.

Your development has been selected to be a part of the Permanent Affordability Commitment Together (PACT) program. This means that your homes and community spaces will receive much needed renovations, you will have access to employment opportunities affiliated with the repairs and on-site social services will be enhanced.

Because this is your home and your community, we want your expertise to shape what PACT will do at your development. We’d like you to join us in a community planning process to design and envision your community spaces and provide critical feedback on any proposed upgrades for your home.

What is PACT?

Through PACT, your development will be included in the federal Rental Assistance Demonstration (RAD) and convert to a more stable, federally funded program called Project-Based Section 8. This allows NYCHA to unlock funding to complete comprehensive repairs at your development, while also ensuring homes remain permanently affordable and residents have the same basic rights as they possess in the public housing program.

Once the property is converted to Project-Based Section 8, NYCHA will lease the land and buildings to the development partners, who will conduct the repairs, serve as the new on-site property manager, and provide enhanced social services and community programs.

PACT Partner Selection

NYCHA has identified the PACT partners who will deliver comprehensive repairs and serve as the new property management to the Moore and East 152nd Street Courtlandt developments. Mega Group Development and Brisa Builders will lead the project as co-developers; Mega Contracting Group will be the general contractor; and Cornell Pace Inc. will be the property managers. In the coming months, a social service provider will be added to the team.

Over the course of the next 12 to 18 months, NYCHA and our PACT partners will engage with you and your neighbors to begin planning for these historic investments, which will include comprehensive repairs and upgrades to all apartments, buildings, common areas, public spaces, heating and cooling systems, elevators (if applicable),security systems, and other physical elements of your community.

What We've Heard

From 2021 to 2022, NYCHA engaged residents in a series of meetings aimed at informing residents about the PACT program and learning about their needs, issues, and ideas for their homes. This document compiles what NYCHA heard from residents and summarizes top issues and priorities.

Resident Meetings

Resident Meeting #1

On November 17, December 7, and December 9, 2021, NYCHA and residents of Moore and East 152nd Street - Courtlandt Avenue came together to talk about PACT and how it will bring comprehensive repairs and improvements to the community. In total, over 100 residents attended these meetings, which were hosted in English with Spanish interpreters. For those who were unable to attend the meetings, here are some of the topics we discussed:

  • PACT will bring millions of dollars’ worth of repairs to your development, including repairs to buildings, apartments, heating systems, and common areas;
  • Resident protections that are preserved under the PACT program;
  • An overview of completed and active PACT projects;
    How we will continue to engage with residents and resident leadership at Moore and East 152nd Street-Courtlandt Avenue for the rest of 2021 and into 2022; and
  • When surveys, inspections, development team selection, and repairs will begin at Moore and East 152nd Street-Courtlandt Avenue.

Resident Meeting #2: Community Design Workshop

Moore

On June 16, 2022, NYCHA hosted a Community Design Workshop for residents of Moore Houses. 40 residents joined NYCHA to discuss how PACT can bring improvements to their development. Residents participated in activities in share their ideas and vision for the design of improvements to buildings and grounds, common areas, and apartment interiors.

The workshop was held in English with Spanish interpreters. Residents shared with NYCHA their thoughts on:

  • What areas at Moore are priorities for investment and improvement through the PACT program?
  • What type of improvements would residents like to see in the outdoor recreation and seating areas?
  • What types of improvements would make the campus feel safer?
  • What type of improvements would make residents feel more comfortable in their buildings and individual apartments?

East 152nd Street-Courtlandt Avenue

On August 9, 2022, NYCHA hosted a Community Design Workshop for residents of East 152nd Street-Courtlandt Avenue. Over 35 residents joined NYCHA to discuss how PACT can bring improvements to their development. Residents participated in activities in share their ideas and vision for the design of improvements to buildings and grounds, common areas, and apartment interiors.

The workshop was held in English with Spanish interpreters. Residents shared with NYCHA their thoughts on:

      • What areas at East 152nd Street-Courtlandt Avenue are priorities for investment and improvement through the PACT program?
      • What type of improvements would residents like to see in the outdoor recreation and seating areas?
      • What types of improvements would make the campus feel safer?

Info Session A: Resident Rights & Responsibilities

On January 18 and 20, 2022, NYCHA and 280 residents came together to talk about PACT and resident rights, responsibilities, and the Section 8 program. These virtual meetings were hosted in English with Spanish, Mandarin, Cantonese, and Russian interpreters. Some of the topics that we discussed were:

  • Overview of the PACT program.
  • Resident rights, protections, and responsibilities.
  • The Section 8 program.
  • NYCHA’s continued role after the conversion to Project-Based Section 8.
