As of November 28, 2023, your development is now part of the Project-Based Section 8 program, and has converted through NYCHA’s Permanent Affordability Commitment Together (PACT) program. This means that your homes and community spaces will receive much needed renovations, you will have access to employment opportunities affiliated with the repairs and on-site social services will be enhanced. NYCHA and the selected PACT partners – BRP Companies, Fairstead, and Urbane – worked closely with residents over the past several years to design every aspect of Reid & Park Rock’s transformation. February 2022- NYCHA has identified the PACT partners who will deliver more than $360 million in comprehensive repairs and upgrades to Reid Apartments and Park Rock Consolidated, serve as the property manager, and provide enhanced social services and community programs.
BRP Companies, Urbane (both minority-owned business enterprises), and Fairstead will lead the project as co-developers; Fairstead will also serve as the general contractor and property manager. The Local Development Corporation of East New York will serve as a community engagement partner, and in the coming months, a social service provider will be added to the team.
With the development team now in place, NYCHA will continue to work closely with you, your tenant association leaders, and other partners to create detailed rehabilitation, property management, and social services plans, as well as promote job opportunities and enhance resident amenities and programs. The planning process will take approximately 12 to 18 months, and renovations are expected to begin in early 2023. In 2023, Fairstead will also take over from NYCHA as the property manager for your development. However, you will remain a NYCHA resident, as NYCHA will continue to own the land and buildings, determine your rent, and monitor the performance of all PACT partners.

Resident Meeting #1
On Thursday, October 22nd NYCHA and over 250 residents at Reid Apartments and Park Rock Consolidated came together to talk about PACT and how it will bring needed repairs and improvements to your community. This virtual meeting was hosted in English with Spanish, Russian, and Haitian-Creole interpreters. For those who were unable to attend this meeting, some of the topics that we discussed were:
PACT will bring millions of dollars worth of repairs to Reid Apartments and Park Rock Consolidated, including repairs to the buildings, apartments, heating systems, and common areas.
We will continue to engage with residents and resident leadership throughout the rest of 2020 and into 2021.
When inspections and then repairs will begin at developments in Reid Apartments and Park Rock Consolidated.
How Section 8 will be applied to residents and developments at Reid Apartments and Park Rock Consolidated.
Through Section 3, NYCHA residents will have priority employment for PACT generated jobs.
FREE legal services will be available to residents before new leases are required to be signed.

Attend the upcoming PACT Information Session to learn more about your rights, responsibilities, and the Section 8 program. NYCHA will host two sessions on June 29 and 30 on this topic and you are welcome to join either session. During the virtual PACT Information Session, we will give an overview of the PACT program, your rights, protections, responsibilities, the Section 8 program, and NYCHA’s continued role after the conversion. You will also have an opportunity to ask questions.

PACT Info Session B: Design & Construction
On April 27 and 29 NYCHA hosted an information session on PACT Design & Construction. Over 500 residents joined to learn more about what parts of their development will receive upgrades through PACT. During the meeting, NYCHA also reviewed the process we will use to assess which parts of the building need improvements, as well as how residents can participate in that process. During the meeting we also reviewed NYCHA's Connected Communities Guidelines and how PACT will incorporate those guidelines into upgrades made at each site. Residents also had an opportunity to ask questions.

Resident Meeting #2
On Tuesday, April 13th, and Thursday, April 15th, NYCHA was joined by 96 residents of Reid Apartments + Park Rock Consolidated to have a conversation about the Permanent Affordability Commitment Together (PACT) and how NYCHA selected partners to make comprehensive improvements and manage your buildings.
The meeting topics covered both the Request for Expression of Interest (RFEI) and the developer selection process. These virtual meetings were held in English with live Spanish, Russian, and Haitian-Creole interpreters.

Resident Meeting #3
On Wednesday, October 20th NYCHA was joined virtually by 89 residents of Reid Apartments + Park Rock Consolidated. NYCHA gave an overview of the PACT program and answered resident questions on PACT. Residents shared with NYCHA how PACT can support their goals and priorities for Reid Apartments + Park Rock Consolidated. Residents also gave feedback on how PACT can improve their buildings, their apartments, the playgrounds or sitting areas, make their community feel safer, and what social services they would like to see closer to their homes. This virtual meeting was held in English with live Spanish, Russian, and Haitian-Creole interpreters.
