OER's Jumpstart Program assists City-supported affordable and supportive housing developments enroll in the state Brownfield Cleanup Program and earn state brownfield tax credits.
City-supported affordable and supportive housing projects are eligible for the Jumpstart Program.
Through the Jumpstart Program, OER provides technical assistance to enroll eligible sites into the state Brownfield Cleanup Program (BCP). This includes an early determination that a site is eligible for the state program and oversight of the development of technical documents of sufficient quality for NYS Department of Environmental Conservation to accept a site into the state program. In addition, Jumpstart offers $250,000 in city funds to eligible projects to pay for investigation and remediation costs the BCP requires. The loan is repayable, following site remediation, construction, and occupancy, immediately after a Jumpstart project receives state brownfield tax credits.
