The City of New York acting by and through its Financial Information Services Agency and its Office of Payroll Administration (the “City” or “FISA-OPA”) is seeking information from qualified vendors to modernize or replace the City’s legacy payroll system. Responses must be received no later than 1:00 PM Eastern Time on June 21, 2023.
Only Respondents that properly complete and submit RFEI Payroll Solutions Phase 1 Exhibits, also linked below, by the stated due date and time will be invited to participate in the RFEI Phase 2. The Phase 2 document will contain additional, confidential information about the City’s current system and legacy modernization goals, as well as questions to answer.
This RFEI is issued solely for information and planning purposes. A response does not bind or obligate the Respondent or the City/FISA-OPA to negotiate or enter into any agreement for provision or procurement of any products or services.

The Financial Information Services Agency and the Office of Payroll Administration (“FISA-OPA”) seeks a qualified commercial bank (Designated Bank approved by NYC Banking Commission) to provide payroll banking and related services for the City of New York payroll operations as outlined in the attached RFP (PIN: 1312022BNKRFP).
A Pre-Proposal Conference will be held on February 1, 2023 at 11:00 A.M. via Webex. Attendance at the conference is voluntary, but strongly recommended. The Pre-Proposal Conference call-in number and meeting number (access code) will be provided to vendors who register by email with the Authorized Contact Person at BankRFP@fisa-opa.nyc.gov by January 27, 2023. Additional details concerning vendor registration will be provided via email at a later date.
All proposals are due on March 2, 2023 at 1:00 P.M. and must be submitted in accordance with the instructions specified in Section IV of the RFP.

The NYC Office of Payroll Administration, in collaboration with the Mayor's Office of Operations (together, "the City"), is requesting Statements of Qualification from financial institutions willing to provide a free checking account to City employees, when such employees opt to receive direct deposit of their net pay into such checking account.
