All FHV bases licensed by the TLC are required to provide equivalent services to passengers who request a Wheelchair Accessible Vehicle (WAV). The rules require each FHV base to either dispatch a minimum percentage of its trips to a WAV (Trip Mandate Rule), or work with an approved Accessible Vehicle Dispatcher to service WAV trips within a certain wait time (Central Dispatch Exception).
Trip Mandate Rule
Bases must provide a certain percent of their trips in a wheelchair accessible vehicle (WAV), regardless if it a WAV specifically requested or not.
Bases may send WAV requests to any WAV green taxi, any WAV livery, or any WAV black car. The WAV can be affiliated with a different base and/or different base class. For example, a livery base can send a trip to a WAV green taxi.

Central Dispatch Exception
Bases may choose to work with an approved Wheelchair Accessible Vehicle Dispatcher to service WAV trips. The Dispatcher must meet a required wait time.
Bases must contact and affiliate with an Approved Wheelchair Vehicle Dispatcher during an open enrollment period.
