The City of New York is offering a temporary program allowing you to pay a reduced amount for eligible Environmental Control Board (ECB) judgments.
If you have unpaid judgments that are eligible for the ECB Amnesty and Compliance Program, you may be able to save money by having certain fines and interest associated with your judgments waived. Savings vary based on your specific judgments and, in some cases, may be as much as 75%.
The ECB Amnesty and Compliance Program is a three-month program authorized by Mayor Mamdani and the New York City Council and administered by the Department of Finance. The program allows respondents or payors to resolve outstanding Environmental Control Board judgments issued by various city agencies and adjudicated by the Office of Administrative Trials and Hearings (OATH).
The amount that customers can save will depend on when their violations went into judgment and whether the party named on the violation (the “respondent”) attended a hearing held by the Office of Administrative Trials and Hearings.
| Type of judgment | Reduction amount |
| Defaulted for not attending a hearing | Default fine and accrued interest will be waived. Pay 100% of the base fine. |
| Found liable after attending a hearing | Accrued interest will be waived. Pay only 75% of the imposed fine. |
The ECB Amnesty and Compliance Program will begin on Tuesday, October 13, 2026 and end on Sunday, January 10, 2027.
To participate, visit www.nyc.gov/mysummons. Enter your name and address, ticket number, or OATH ID number. (If you are a respondent and have received correspondence from the Department of Finance, your OATH ID number will appear on the correspondence.)
Your outstanding OATH-adjudicated ECB judgment violations will be listed, along with whether each violation is eligible for the ECB Amnesty and Compliance Program. You can select your eligible judgments, agree to the ECB Amnesty and Compliance Program terms and conditions, and pay the reduced amount in full.
Some judgments require both payment and corrective action. These judgments can be resolved through the ECB Amnesty and Compliance Program only if the issuing agency approves the correction and the Department of Finance receives confirmation by the program’s end date.
Contact the agency that issued the violation for instructions on correcting it and obtaining a Certificate of Correction.
If you have eligible judgments, you can also participate in the ECB Amnesty and Compliance Program and pay your judgments at any Department of Finance business center.
