Proposed Amendments to Commission’s Rules

If you would like to submit a proposal for the Commission to consider amendments to Title 47 of the Rules of the City of New York, the Commission’s rules carrying out the provisions of the NYC Human Rights Law, please use the form below or email, mail, or deliver a typewritten petition to:

All proposed changes to the Commission’s rules must include the following, pursuant to 47 RCNY, Chapter 1, Subchapter K:

  • Short statement of the purpose of the proposed rule: explain what problem or issue your proposed rule change is going to address, and explain how the proposed change will help address the problem or issue in question.
  • Proposed Language for the rule: propose the specific wording of your proposed rule change.
  • Any local, state, or federal law or regulations that may implicate the rule: identify any laws or regulations that this rule may directly or indirectly impact or be impacted by your proposal.
  • Short statement of any additional considerations that are relevant to the Commission's determination on the petition: include any other information or explanation of your proposed rule change that might be helpful for the Commission in its consideration of your proposal.

Note that all typewritten submissions must include name, address, telephone number, email address, and signature.

Failure to adhere to these requirements will lead to an incomplete submission that the Commission is not required to review.

If you believe your rights have been violated under the NYC Human Rights Law, and you wish to make a report to the Commission, you can start the process of reporting discrimination by calling 311 or (212) 416-0197 and asking for the NYC Commission on Human Rights.
