The Center for Innovation through Data Intelligence (CIDI) fosters collaboration with all Health and Human Service agencies to promote citywide policy change to improve the effectiveness of New York City’s government. CIDI and the New York City Office of Technology and Innovation (OTI) are introducing the Administrative Data Initiative with a use case sharing Emergency Housing Voucher (EHV) data.
This Request for Applications (RFA) seeks proposals from research institutions to use EHV data for projects that advance the City’s research priorities and encourage cross-agency solutions. The EHV program is the first-ever special-purpose voucher program within HUD to address homelessness not specific to veterans. Applications will be accepted from educational and research institutions.
CIDI and OTI’s Office of Data Analytics have established a new service to share administrative data with external researchers. The initiative will make data sharing more seamless between researchers and city leaders, uphold privacy and legal protocols to protect residents’ data, and lead to insights that will strengthen NYC’s programs. Approved researchers will be given access to the service to conduct their research in a secure environment with an available set of analytic tools.
The EHV Program is the US Department of Housing and Urban Development (HUD)’s first-ever special-purpose voucher program to address homelessness not specific to veterans. In May 2021, the U.S. Department of Housing and Urban Development (HUD) awarded 7,778 Emergency Housing Vouchers (EHV) to NYCHA and HPD. The EHVs were awarded to families and individuals who experienced or were at risk of experiencing homelessness, housing instability, domestic violence, sexual assault, stalking, or human trafficking. EHVs were completely leased up in March of 2024.

All academic and non-academic research institutions are eligible to apply for data access. All approved applicants must comply with the United States Department of Health and Human Services, Office of Human Subjects Protection guidelines for conducting research with human subjects. Students with appropriate faculty supervision are eligible to apply. Only projects with research aims that align with the purpose and research priorities of the EHV Data Steering Committee will be approved. The Administrative Data Initiative project seeks a diverse pool of applicants; researchers from underrepresented groups are encouraged to apply.
