Minority and Women-Owned Business Enterprise Opportunities

The Department of Health and Mental Hygiene is committed to business opportunities that provide employment for contractors and workers who reflect the diverse composition of New York City. We make good faith efforts to utilize City-certified minority and women-owned business enterprise (M/WBE) vendors whenever possible and encourage M/WBEs to apply to all solicitations.

If you are interested in becoming certified, please visit the Department of Small Business Services.

Benefits of M/WBE certification include:

  • Better bid access on city-funded contracts
  • Networking opportunities with government buyer
  • One-on-one procurement counseling and bid preparation assistance
  • Free advertising in the online directory of certified businesses

M/WBE Noncompetitive Small Purchase Method

City agencies can award contracts of up to $1,500,000 for goods, professional services, standard services and construction directly to City-certified M/WBEs without formal competition using the M/WBE Noncompetitive Small Purchase Method. This streamlined process makes it easier for the City to do business with M/WBEs.

In order to receive and respond to opportunities directed specifically to City-certified M/WBE businesses, you must create an account in PASSPort.
