A Better Contract for New York: MONS's Commitment to Efficiency, Transparency and Transforming Nonprofit Procurement as a follow up to the Joint Task Force to Get Nonprofits Paid On Time

At MONS, we're committed to more efficient, transparent, and collaborative nonprofit procurement. 

Mayor Adams designated nonprofit contracting reform as a cornerstone of the Administration’s priorities. In late 2021, during their Administration’s transition, Mayor-elect Adams and Comptroller Lander jointly convened a task force consisting of nonprofit leaders, City agencies, oversight agencies, and funders. Their mandate was to identify and formulate actionable recommendations for both administrations to implement.

This collaborative and focused effort resulted in 19 recommendations across five key areas in the release of an action memo titled,  A Better Contract for New York: The Joint Taskforce to Get Nonprofits Paid on Time

 

Our Task: Implement and Project Manage the Joint Task Force Recommendation.

MONS project manages Joint Task Force recommendations, ensuring coordination across city agencies and accountability.

Key initiatives that have been implemented in conjunction with the Mayor’s Office of Contract Services (MOCS) include:

  • Initiative to clear the backlog – Cleared $4.2 billion in contract dollars owed to nonprofits over the course of a 12-week sprint, with the remaining $7 billion cleared by the end of calendar year 2023.
  • Multi-year City Council grant discretionary award – As of fiscal year 2024, the mult-iyear discretionary award allows organizations to enter one three-year contract per City agency, potentially eliminating nine months of contracting should your organization receive funds in the following two years.
  • Fully funding and investing indirect rate initiative –This initiative recognizes and funds established indirect rate costs of human service providers. For more information on this impactful initiative, visit Indirect Implementation - NYC Nonprofits.
  • Expanded access to the Returnable Grant Fund (RGF) – The returnable grant fund issues loans to nonprofit providers awaiting contract registration. In fiscal year 2024, the RGF application process was streamlined with expanded access to the loans. To learn more about the loan fund process and how to apply, click here.
  • Strategic contract issue resolution – A key function of the Office is to assist with high level contracting and payment issues. In the first several months as an Office, MONS was able to resolve outstanding contract or payment issues for 58 nonprofits, unlocking $12.965M back to the nonprofit sector.
