Boston Secor, Boston Road Plaza, and Middletown Plaza (BBM) are a group of three public housing developments in the northeast Bronx that are home to nearly 1,600 residents, including nearly 600 seniors.

The BBM PACT partner team is led by Beacon Communities, Kalel Companies, an African American-owned New York-based firm; and MBD Community Housing Corporation, a Bronx non-profit. The team also consists of Wavecrest as property manager and Notias Construction as general contractor. Wavecrest manages over 26,000 affordable housing units in New York City, including four PACT developments, while Notias has rehabilitated over 11,000 apartments locally.

As of September 26, 2024, your development is now part of the Project-Based Section 8 program and has converted through the NYCHA Permanent Affordability Commitment Together (PACT) program. This means that your homes and community spaces will receive much-needed renovations and you will have access to employment opportunities created by PACT and enhanced on-site social services. BBM Community Plans

NYCHA and the selected PACT partners – Beacon Communities, Kalel Companies, MBD Community Holding Corporation, Notias Construction, and Wavecrest Management– worked closely with residents over the past several years to design every aspect of all BBM developments’ transformations. PACT Partner Selection

In 2021, NYCHA, with guidance from resident leaders at Boston Secor, Boston Road Plaza, and Middletown Plaza, selected the BBM PACT partner team, who will deliver more than $346 million in comprehensive repairs and upgrades to the three developments, serve as the property manager, and provide enhanced social services and community programs.

Beacon Communities, Kalel Companies, and MBD Community Holdings Corporation will lead the project as co-developers; Notias Construction will be the general contractor; Wavecrest Management Services will be the property manager. With the PACT partner team now in place, NYCHA will continue to work closely with residents, Resident Association leaders, and other partners to create detailed rehabilitation, property management, and social services plans, and enhance resident amenities and programs.

The renovations are expected to begin in the fall of 2024 and conclude in early 2027. In September 2024, Wavecrest Management will take over management responsibilities from NYCHA. However, you will remain a NYCHA resident, as NYCHA will continue to own the land and buildings, determine your rent, and monitor the performance of all PACT partners.

Resident Meetings

Resident Meeting #1

On Tuesday, July 20, 2021 and Thursday, July 22, 2021 NYCHA and almost 100 residents at Boston Secor, Boston Road Plaza, and Middletown Plaza came together to talk about PACT and how it will bring needed repairs and improvements to your community. This virtual meeting was hosted in English with Spanish, Cantonese, Mandarin and Russian interpreters. For those who were unable to attend this meeting, some of the topics that we discussed were:

  • PACT will bring millions of dollars’ worth of repairs to your developments, including repairs to the buildings, apartments, heating systems, and common areas. 
  • Resident protections that are preserved under the PACT program.
  • An overview of completed and active PACT projects.
  • How we will continue to engage with residents and resident leadership at Boston Secor, Boston Road Plaza, and Middletown Plaza throughout the rest of 2021 and into 2022.
  • When surveys, inspections, development team selection, and repairs will begin at Boston Secor, Boston Road Plaza, and Middletown Plaza.

Resident Meeting #2

Middletown Plaza

On March 24, 2022, residents of Middletown Plaza came together to talk about PACT and how it wil bring needed repairs and improvements to the community. This meeting was hosted in English with Spanish interpreters. For those who were unable to attend this meeting, some of the topics that we discussed were:

  • How PACT will bring millions of dollars worth of repairs to Middletown Plaza, including repairs to the buildings, apartments, heating systems, and common areas.
  • How resident protections are preserved under the PACT program.
  • An overview of completed and active PACT projects.
  • How NYCHA will continue to engage and work with residents and resident leadership at Middletown Plaza through the PACT process and beyond.

Boston Road Plaza

On March 31, 2022 and May 2, 2022, 80 residents of Boston Road Plaza came together to talk about PACT and how it wil bring needed repairs and improvements to the community. This meeting was hosted in English with Spanish interpreters. For those who were unable to attend this meeting, some of the topics that we discussed were:

Boston Secor

On April 5, 2022, over 60 residents of Boston Secor came together to talk about PACT and how it wil bring needed repairs and improvements to the community. Info Session A: Resident Rights & Responsibilities

On Tuesday, September 21, 2021 and Thursday, September 23, 2021, NYCHA and over 440 residents came together to talk about PACT and resident rights, responsibilities, and the Section 8 program. These virtual meetings were hosted in English with Spanish, Mandarin, Cantonese, and Russian interpreters. Some of the topics that we discussed were:
- Overview of the PACT program.
- Resident rights, protections, and responsibilities.
- The Section 8 program.
- NYCHA's continued role after the conversion to Project-Based Section 8.

Info Session B: Design & Construction

On December 15, 2021 and December 16, 2021 NYCHA hosted an information session on PACT Design & Construction. Over 400 residents joined to learn more about how their development will receive upgrades through PACT. During the meeting, NYCHA also reviewed the process we will use to assess which parts of the building need improvements, as well as how residents can participate in that process. We also reviewed NYCHA's Connected Communities Guidelines and how PACT will incorporate those guidelines into upgrades made at each site. Residents also had an opportunity to ask questions.
