Jacques Jiha, Ph.D. - Budget Director

Jacques Jiha, Ph.D

Jacques Jiha, Ph.D., serves as Director of the New York City Mayor’s Office of Management and Budget. In this role, he oversees New York City’s fiscal policy, including the development of the Expense and Capital Budgets, the City’s bond and borrowing program, and the budgets of more than 90 City agencies and entities. He is also is responsible for evaluating the efficiency and cost-effectiveness of City services and proposals, and providing vital information to government officials on the local, national, and world economies. As Budget Director, he has helped lead New York City out of the financial crisis brought on by the COVID-19 pandemic through strong fiscal management.


Joseph Taranto - Chief of Staff

Joseph Taranto is the Chief of Staff to the Budget Director at the Mayor’s Office of Management and Budget (OMB). In this role, he oversees all agency operations, provides strategic guidance to the Budget Director and senior staff, and interfaces with external stakeholders. Prior to joining OMB, he served as Senior Advisor at both the Mayor’s Office of Intergovernmental Affairs and the New York City Council Speaker’s Office.

Kenneth Godiner - First Deputy Budget Director

Kenneth Godiner is the First Deputy Budget Director at the Mayor’s Office of Management and Budget (OMB). Mr. Godiner manages units that oversee Fringe Benefits, Pensions, the Office of Budget Review, Information Systems, Labor, and Technology Budget and Management. He is also the primary representative of the Budget Director in City labor collective bargaining negotiations. Mr. Godiner has worked at OMB since 1988.


Jeffrey Werner - General Counsel

Jeffrey Werner serves as General Counsel at the Mayor’s Office of Management and Budget (OMB). He oversees all legal work matters for the agency including debt issuance, financing of capital projects, securities law, federal tax law, procurement, conflicts of interest, corporate governance and compliance, grant-making, and general budgetary matters. Mr. Werner has worked in OMB’s Counsel’s Office since 2003.

Tara Boirard serves as the Senior Deputy Director for Housing and Economic Development, Infrastructure, Value Engineering and Technical Services, Budget Resources and Recovery Grant Management, and Community Development at the Mayor’s Office of Management and Budget (OMB). She also leads the OMB Institute initiatives.


Latonia McKinney - Senior Deputy Director for Intergovernmental Affairs and Education

Latonia McKinney is the Senior Deputy Director for Intergovernmental Relations and Education at the Mayor’s Office of Management and Budget (OMB). In this role Ms. McKinney oversees the Intergovernmental Relations Task Force which deals with the legislative process at the Local, State and Federal levels and analyzes how the actions of other governmental entities impact the City’ budget; the Community Board Unit which prepares and monitors the boards’ operating budgets; and the Education Task Force which oversees the expense and revenue budgets for both the Department of Education and the City University of New York. She also serves as OMB’s Chief Diversity Officer. Before joining OMB, Ms. McKinney was the Finance Director at the New York City Council, where she worked in various capacities for 23 years.

Joshua Goldstein - Deputy Director for Tax Policy, Revenue Forecasting and Economic Analysis

Joshua Goldstein is the Deputy Director for Tax Policy, Revenue Forecasting and Economic Analysis at the Mayor’s Office of Management and Budget (OMB). In this role he oversees OMB’s economic, tax and miscellaneous revenue forecasting unit, which requires analysis of the local, national, and international economic trends that impact the city's revenue and tax base. In addition the unit conducts analysis on local, state, and federal tax policy and provides economic analysis in a wide array of public policy areas. He has been with OMB since 1999.

Teddy Gordon-Martin - Deputy Director for Management

Teddy Gordon-Martin is the Deputy Director for Management at the Mayor’s Office of Management and Budget (OMB). In this role, Mr. Gordon-Martin examines operations at OMB and city agencies with the goal of gaining more efficient, cost-effective services and improved outcomes. Mr. Gordon-Martin also oversees the Environmental Sustainability and Resiliency Task Force which provides alternatives and solutions to accelerate the elimination of greenhouse gas emissions and bolster heat and flood resiliency for the city. In addition, he oversees the Policy, Operations and Research team which provide data analytics and research across all OMB Task Forces and city agencies. Before joining OMB, Mr. Gordon-Martin was a Partner at IBM and has over 25 years' experience in executive and technology management roles.

Charin Winker - Deputy Director for Uniformed Agencies and Government Operations

Charin Winker is the Deputy Director for Uniformed Agencies and Government Operations at the Mayor’s Office of Management and Budget (OMB). Her role includes overseeing the budgets of the some of the largest city agencies, including the New York Police (NYPD), Fire (FDNY), Sanitation (DSNY) and Correction (DOC) departments, as well as numerous administrative agencies and elected officials. In this capacity she has been involved in the implementation of transformative measures that help keep our city clean and safe. Ms. Winker has worked at OMB since 2014.

David Womack - Deputy Director for Financing Policy and Coordination

David Womack

David Womack is the Deputy Director for Financing Policy and Coordination at the Mayor’s Office of Management and Budget (OMB). In this role, he is responsible for managing the City’s capital financing programs. He also serves as Executive Director of the New York City Transitional Finance Authority, Chief Executive Officer of the New York City Municipal Water Finance Authority and President of the Hudson Yards Infrastructure Corporation. Prior to joining OMB in 2020, Mr. Womack was a senior municipal finance professional with over 35 years’ experience as an investment banker and financial advisor.

Lia Cairone - Sustainability and Resiliency Director

Lia Cairone is the Associate Director for the Environmental Sustainability and Resiliency Task Force at the Mayor’s Office of Management and Budget (OMB). Ms. Cairone is spearheading the city’s innovative climate budgeting initiative which is managed by OMB and will align city resources with sustainability and resiliency goals. She has played a leading role in the development and advancement of green building policies to further New York City’s climate objectives, including development of Local Law 97. Ms. Cairone has worked at OMB since 2021.

Michael Chimowitz - Associate Director for Policy and Operations Research

Michael Chimowitz is the Associate Director for Policy and Operations Research at the Mayor’s Office of Management and Budget (OMB). In this role, Mr. Chimowitz is responsible for designing and executing data-driven analyses of city government operations and evaluating the impact of policy initiatives. His research has examined a broad range of issue areas, including housing, homelessness, health, energy, education, transportation, and quality of life. He has worked at OMB since 2015.

Katherine Coletti is the Associate Director for the Office of Budget Review in the Mayor’s Office of Management and Budget (OMB). Katherine has worked at OMB since 2001, and manages the Financial & Personnel Planning Systems & Budget Publications, Budget Coordination and Systems Control, Contract Coordination, Expense Budget and Cash Flow Reporting and Citywide Savings Units.

Michael McClenathan - Associate Director of Education and CUNY

Michael McClenathan is the Associate Director of Education and CUNY at the Mayor’s Office of Management and Budget (OMB). He oversees the budget of the Department of Education and the city’s support for the City University of New York. During his tenure at OMB he has worked on many major education budget issues, including Pre-K and 3-K, charter schools, pupil transportation, and the scheduling and monitoring of billions of dollars of education-specific federal COVID stimulus. Mr. McClenathan has been with OMB since 2014

Seth Severino - Associate Director of Budget Resources and Recovery Grant Management

Seth Severino

Seth Severino is the Associate Director of Budget Resources and Recovery Grant Management at the Mayor’s Office of Management and Budget (OMB). In this role Mr. Severino oversees the FEMA Disaster Recovery and Homeland Security Grants, Stimulus and Recovery Grant Analysis Task Forces. Previously, Mr. Severino served as an Assistant Deputy Commissioner in the New York City Police Department, overseeing all aspects of their $1.4 billion 10-year capital plan and $6 billion annual operating budget. Before that he was an OMB Assistant Director within the Federal and State Grant Monitoring Task force, among other roles over nearly a decade.

Sanna Wong-Chen - Associate Director of Financing Policy and Coordination Unit

Sanna Wong-Chen




Sanna Wong-Chen is the Associate Director of Financing Policy and Coordination Unit at the Mayor’s Office of Management and Budget (OMB). In this role she collaborates with bond counsel, inā€house counsel, other NYC offices, financial advisors, and underwriters to help implement the city’s complex bond transactions, which also generate critical budget savings. Ms. Wong-Chen has worked at OMB for 13 of her 20 years in public finance.

Sallina Yung - Associate Director for Infrastructure, Parks and Capital Development

Sallina Yung is the Associate Director for Infrastructure, Parks and Capital Development at the Mayor’s Office of Management and Budget (OMB). She oversees budgets for the City’s infrastructure, transportation, environmental protection, parks, and cultural agencies. Ms. Yung has worked at OMB since 2020 and previously was the Senior Director of Finance of Correctional Health Services at NYC Health + Hospitals.
