A Uniform Land Use Review Procedure (ULURP) is a City Charter-mandated procedure where an application requesting a change in zoning is publicly reviewed with mandated timeframes. The ULURP process involves the Department of City Planning (DCP), Community Boards, the Borough Presidents and Borough Boards, the City Planning Commission (CPC), the City Council and the Mayor.

Within sixty (60) days after receipt of a Board of Standards and Appeals (BSA) application from the Department of City Planning, Brooklyn Community Board 9 may hold a public hearing and submit a written recommendation to the Board, or may waive in writing the holding of a public hearing.
Once Brooklyn Community Board 9 receives a copy of a BSA application, the application will be deferred to the Board’s ULURP Committee for discussion and review. The Board will invite the applicant to its ULURP Committee meeting when their application will be discussed. The committee meeting is an opportunity not only for the committee to deliberate, but it also gives members of the public a chance to weigh in on the application. Thereafter, the committee will submit its report on the application to the Executive Committee for review. The Executive Committee will then advance the committee’s recommendation to the full board for a vote and formal recommendation on the application.
After the full board meeting, the district office submits the Board's written recommendation to CPC and the applicant and disseminates it to the public accordingly.
