Local Law 152 of 2018, known as the Waste Equity Law, required DSNY to reduce the permitted capacity of putrescible and non-putrescible transfer stations in four designated community districts:
These reductions in permitted capacity were implemented through September 2020. The Waste Equity Law allows for certain limited exemptions for activities consistent with the City’s goals, including the processing recyclables and organic waste and for diverting construction and demolition debris to beneficial use. It also fully exempts facilities that export waste by rail and have on-site rail infrastructure.
The law allows facilities to request a one-time permit increase of up to 20 percent to accommodate future growth in capacity for processing recyclables or organic waste.
DSNY reports annually to the City Council on the implementation of LL 152.
