HPD seeks the services of a qualified Contractor to expand implementation of Moving On, an existing City program that assists individuals who have stabilized while living in supportive housing and no longer need or want intensive, on-site support to become more self-sufficient and move to independent housing. The program supports tenants throughout the entire move process including providing access to tenant based rental assistance. With a focus on program expansion, capacity building and subcontractor training and financial management, the selected Contractor will provide program informed training, technical assistance and financial administration services that include screening interested not-for-profit agencies that operate permanent supportive housing, on-boarding training cohorts, developing and delivering a training curriculum, and tracking outcomes.

NYCHA and HPD are currently reviewing proposals for the development of mixed-income housing at La Guardia Houses. The RFP is the outcome of extensive resident and community stakeholder engagement as part of NYCHA's NextGen Neighborhoods program, which will generate revenue to be reinvested back into the development sites and across NYCHA's portfolio by leveraging a 50-50 split of market-rate and affordable housing units.

The La Guardia Houses RFP is informed by a significant planning and engagement process with NYCHA residents that began in April 2017 and that will continue through developer selection, pre-development, construction and leasing. The project described throughout this RFP reflects the community needs and neighborhood goals NYCHA heard repeatedly in community outreach and canvassing, community visioning workshops, and NYCHA resident engagement meetings. The recommendations identified through this engagement process are captured in the Community Visioning document.

The RFP development site is located on the La Guardia Houses NYCHA campus in Manhattan Community District 3. The development site is approximately 18,000 square feet and bounded by Madison Street, the NYCHA campus and the Little Flower Playground.

NYCHA and HPD are currently reviewing proposals from a Prequalified List (PQL) for NYCHA's 100 Percent Affordable program for Site 4.

Site 4 - Harbor View Terrace, is a parcel (portion of Block 1084, Lot 9) of NYCHA-owned land bounded by West 55th Street, NYCHA's Harborview Terrace Building, West 56th Street, and a six-story commercial building. The goal for Harborview Terrace is to build affordable housing for families.

The City of New York Department of Housing Preservation and Development (HPD), Division of Tenant Resources, is reviewing submissions for the awarding of Section 8 Project Based Vouchers (PBVs).

The use of federally-funded Project Based Vouchers is subject to the regulations set forth in 24 CFR 983, as well as the Project Based Housing Assistance Payment Contract (HUD Form HUD 52530B). This RFP is for “newly constructed housing” and “existing housing”  as defined under 24 CFR 983.3 (b).

HPD is currently reviewing submissions in response to the Notice of Funding Availability (NOFA) for the Lead Hazard Reduction Demonstration Grant of 2017 by the U.S. Department of Housing and Urban Development (HUD). The grant provides funding of HPD's Primary Prevention Program (PPP). PPP offers federally funded grants for lead treatment to owners of single and multifamily buildings constructed prior to 1960.

HPD intends to respond to the grant and will work with Community Based Organization(s) to undertake outreach to local building owners and residents in specific neighborhoods in the Bronx, Brooklyn, and Queens, listed in the RFQ.

HPD requested Statements of Qualification from contractors to perform moderate rehabilitation of affordable housing projects financed by HPD for scopes of work totaling less than $1 million. HPD is prequalifying firms to support small and mid-sized building owners (3-50 units) and low-cost projects to successfully implement needed rehabilitation and energy efficiency work. HPD is particularly looking to support small building owners (between 3-15 units), and expects the bulk of projects that will use the list of prequalified firms to bid out scopes that typically consist of the replacement of 3-4 building systems (i.e. boiler, windows, roof, electrical, façade, plumbing) and total less than $500,000. The objective of this effort is to broaden the pool of qualified firms to work on HPD-financed projects and streamline the building owners' contract and bidding process for smaller moderate rehabilitation projects that HPD finances.

HPD is currently reviewing submissions for the rehabilitation and management of multifamily residential properties through the agency's Third Party Transfer (TPT) Program, Multifamily Preservation Loan Program (MPLP), and Rental Special Project.

HPD expects to qualify more potential developers than available properties. Therefore, some qualified developers will not be selected. HPD reserves the right to negotiate with any number of qualified developers, accept or reject any or all applications received as a result of the RFQ, or postpone or cancel the RFQ in part or in its entirety.
