Rapid Re-housing

Rapid Re-housing (RRH) connects families and individuals experiencing homelessness to permanent housing through a tailored package of assistance that includes housing search support, move-in/rental assistance and individualized supportive services. RRH is a flexible model that can be paired with non-CoC housing subsidies and is designed to be adapted to the unique needs of each participant. RRH projects in NYC currently serve a range of populations including youth and young adults, survivors of domestic violence and formerly incarcerated individuals.

Core Components

  • Housing Search/Identification
    • Support in all aspects of housing search, in collaboration with the participant
    • Supportive removing tenancy barriers (ex. bad credit, history of incarceration, lack of employment, etc.)
  • Move-in and Rental Assistance
    • Short to medium-term rental assistance (typically a maximum of 24 months)
    • One-time moving costs
    • Security deposits
    • Brokers fees
    • Utility allowances
  • Housing-focused Case Management

Participant Eligibility

CoC-funded RRH projects may serve individuals and families who qualify as homeless under the following HUD-defined categories:

1) Literally Homeless

2) At Imminent Risk of Homelessness

4) Fleeing/attempting to flee domestic violence

Some projects have more restrictive eligibility dictated by HUD funding requirements.

Note: HUD does not require an individual have a disability to qualify for RRH.

How to Qualify

In order to be referred to an RRH program, interested participants must complete the following steps with a service provider:

  1. Complete a CAPS Survey
    • This determines potential eligibility for RRH and other housing resources
  2. Complete an RRH Referral Form
    • A link to this form is listed in the CAPS Survey results for clients with potential eligibility
    • This form is designed to capture participant preferences and aid in making an appropriate referral (forms remain active for six months)

Organizations that do not currently use CAPS should contact HRA CAS Support at hracassupport@hra.nyc.ov and request a new agency form. Once the form is submitted, it will be reviewed by program staff before approval.
