CoC Program Grantees

The U.S. Department of Housing and Urban Development (HUD) allocates HUD homeless assistance grants to organizations that participate in local homeless assistance program planning networks. Each of these networks is called a Continuum of Care (CoC). HUD introduced the CoC concept to encourage and support local organizations in coordinating their efforts towards the goal of reducing and ending homelessness.

To be eligible for CoC funding, organizations/agencies organizations must apply through the NYC CoC as a part of the annual CoC Program Notice of Funding Opportunity (CoC NOFO).

CoC Notice of Funding Opportunity (NOFO)

Historically, HUD has made funding available through an annual NOFO process, through which HUD establishes eligibility criteria and grant requirements for both renewal grants as well as new project applications. In 2024, HUD issued a two-year NOFO, meaning that CoC's are only required to submit one CoC application to be eligible for FY2024 and FY2025 funds.

CoC Eligible Project Types

The Continuum of Care (CoC) Program is intended to promote strategic, community-wide coordination of resources toward the goal of ending homelessness, provide funding to homeless service providers and State and City governments, increase access to services for individuals and families experiencing homelessness, and cultivate lasting self-sufficiency for persons with lived experience. CoC Program funds may be used under the following project types, known as program components. These components are:

  1. Permanent Housing (PH)
    • Permanent Supportive Housing (PSH)
    • Rapid Re-Housing (RRH)
  2. Transitional Housing (TH)
  3. Joint Transitional-Rapid Re-housing (TH-RRH)
  4. Homeless Management Information System (HMIS)
  5. Coordinated Entry (CE)

Funding for Supportive Services Only (SSO) projects has been made available through special funding opportunities such as the Youth Homelessness Demonstration Program (YHDP) and the Special Unsheltered NOFO (SNOFO) but is not typically available through the CoC Program NOFO.
