On May 15, 2023, NYCHA released Request for Proposals #428028 seeking proposals from construction management firms (the “Proposers”) for master agreements to provide NYCHA with on-site construction management as agent services on a task order basis. Task orders will be awarded under subsequent “mini-solicitations,” each to perform Services on behalf of NYCHA in support of a contract for design and construction services for comprehensive renovations. Proposals were due on August 2, 2023.

Request for Qualifications #420025 – Design and Construction Services for In-Unit Renovations at Gowanus Houses and Wyckoff Gardens
On March 1, 2023, NYCHA’s Comprehensive Modernization Department commenced a two-step procurement process for Design and Construction Services for In-Unit Renovations at Gowanus Houses and Wyckoff Gardens Houses in Brooklyn. The Projects included in this RFQ are part of the Gowanus Neighborhood Rezoning Plan, for which the City of New York provided funding for comprehensive in-unit renovations at Gowanus Houses and Wyckoff Gardens. Additional funding from the State of New York has been allocated for Project #3, Gowanus Houses, for elevator replacement at all buildings at that development. NYCHA has taken the first step by issuing a Request for Qualifications (“Step-One RFQ”) in which NYCHA is inviting statements of qualification (“SOQ”) from entities interested in participating in the second step, an upcoming request for proposals (“RFP”) (“Step Two – RFP”).

Addendum #1 to Request for Qualifications #420025 – Design and Construction Services for In-Unit Renovations at Gowanus Houses and Wyckoff Gardens, extended the following dates by two (2) weeks including the RFQ Informational Session (now March 27, 2023), RFQ Question Deadline (now April 1, 2023) and the SOQ Submission Deadline (now April 14, 2023).
Addendum #2 to Request for Qualifications #420025 – This Addendum #2 extends the deadline for submitting Statements of Qualification to April 25 at 2:00 PM ET. Attached to Addendum #2 is a compilation of the questions received regarding the RFQ, and NYCHA’s responses.

On June 24, 2022, NYCHA commenced a two-step procurement process for Comprehensive Modernization Design and Construction Services at two developments. This RFQ, the first step of the procurement, invited statements of qualification (“SOQ”) from design-build teams interested in participating in the subsequent second step, a request for proposals (“RFP”) for design-build services at NYCHA housing developments as part of the NYCHA Comprehensive Modernization program (“Comp Mod” or “Program”). The developments selected to be modernized pursuant to the Comp Mod program (each, a “Project”) are St. Nicholas Houses, Manhattan (“Project 1”) and Todt Hill Houses, Staten Island (“Project 2”). Up to three (3) firms would be shortlisted to proceed to the second step, the RFP.
