St. Nicholas Houses and Todt Hill

Current Comp Mod Projects

Supported by the $450 million that was allocated by the City of New York in 2021 through the City Capital Action Plan, Comprehensive Modernization will begin with two NYCHA developments: St.Nicholas Houses in Harlem and Todt Hill Houses on Staten Island.

The developments were selected and funded based on myriad criteria, including their level of need across key pillar areas identified in the HUD Agreement (such as lead-based paint, leaks and mold) as well as the number of children under 6 and building size.

The engagement process, which formally kicked off with large resident meetings in November 2021 at Saint Nicholas and in February 2022 at Todt Hill, will continue through project completion and will feature informational sessions, resident association meetings, workshops, surveys, tours, technical assistance, and more – with NYCHA soliciting feedback at every stage to address the top concerns and priorities of residents.

Community Visioning Report

NYCHA convened a Community Visioning Session at Saint Nicholas Houses and at Todt Hill Houses. Summary and key takeaways of the events were compiled in a comprehensive report below. The feedback from the report will inform the development of a Request for Proposals (RFP) from architectural/engineering and construction teams resulting in the selection of the team that provides NYCHA the best value and that addresses the goals and priorities.

Resident Engagement

Large-scale construction can be disruptive, and residents may have concerns about this process.

Protecting NYCHA Resident Rights During A Comp Mod Project

  • Residents will not be right-sized as part of the Comp Mod renovations.
  • NYCHA will sign a Resident’s Rights & Temporary Move Contract with each resident that will guarantee the right to return to their apartment.
  • NYCHA will make every effort to temporarily move residents to vacant apartments within the same development, to hotels in the vicinity of the development, or to another NYCHA development in the surrounding neighborhoods.
  • Every temporary move will be collaboratively planned as part of the resident engagement process with NYCHA’s Design-Build contractor, described in a resident temporary move plan, and notice will be given to residents well in advance of the start of construction. No residents will be displaced from the development.
  • NYCHA will pay for any reasonable costs associated with the move.
