The Micro Purchase Prequalification List for Responsibility (Micro PQL) is an essential initiative by NYCHA aimed at strengthening the procurement process for micro purchases (awards of up to $10,000). This program ensures that all vendors meet necessary standards for responsibility, and integrity, enhancing the efficiency and transparency of our vendor selection process. It is important to note that prequalification is specifically for responsibility.

Confirming Your Placement on the Micro PQL
Once live, you will receive notification of your placement on the Micro PQL through iSupplier. iSupplier will send you reminders about upcoming expirations and actions needed on your part. If you have any questions regarding your placement, please reach out to us at micropql@nycha.nyc.gov.

How to Get on the Micro PQL:
Become Filed in PASSPort - Mayors’ Office of Contract Services (MOCS): All vendors are required to be Filed in the City of New York’s procurement platform PASSPort. If you haven’t already done so, please visit PASSPort (MOCS).

Create a NYCHA iSupplier Profile: An iSupplier account is required. Please make sure that your NYCHA iSupplier profile is up to date for contact information and commodities. While you have the option to select all commodities, we strongly recommend selecting only those where your experience and expertise lie. You can update your profile by clicking here:
iSupplier Vendor Registration - NYCHA
Complete and Upload Required Training: Attend the Procurement Ethics Training, available here by the end of June 2024. Training must be completed by your principal and integrated into your organization’s policies and practices. The training attestation certificate must be uploaded to your iSupplier account.

Review and Approval: NYCHA’s Department of Procurement Ethics and Vendor Responsibility (PEVR) will review your application. Approved vendors will be added to the Micro PQL.
Maintaining Your Prequalified Status
Maintaining your prequalified status is crucial to continue participating in NYCHA’s micro purchase opportunities. Prequalification remains in effect for three years. However, to remain on the Micro PQL, you must:
Keep Your Information Updated: Ensure all your information is up to date at all times in iSupplier and PASSPort.
Requalify Every Three Years: Before the end of the three-year period, you must requalify. This involves:
Updating PASSPort: You must either update your PASSPort profile or submit a certificate of no change.
Completing the Required Training: All principals and officers must retake the Procurement Ethics Training.
Cooperating with a Responsibility Review: Undergo a responsibility review conducted by NYCHA every three years.
NYCHA will send notices to vendors before their prequalification is about to expire. Failure to requalify will result in immediate removal from the Micro PQL.
Removal from the Micro PQL
NYCHA reserves the right to remove vendors from the Micro PQL at its discretion. Reasons for removal may include, but are not limited to:
Fraud/Corruption: Involvement in fraudulent or corrupt activities, such as bribery, gratuities, non-disclosure, price fixing, and bid-rigging.
Nonresponsibility Determination: A determination of nonresponsibility by a government entity.
Debarment / Ineligibility: Debarment or ineligibility by any government entity.
Failure to Take Ethics Training: Failing to complete the required ethics training.
PASSPort Caution: Receiving a caution or negative finding in the PASSPort (MOCS) system.
Poor Performance: Poor performance on prior awards.
Soliciting Work: Soliciting work at NYCHA developments.
