Annual Performance Reports

Annual Performance Reports

The Consolidated Plan Annual Performance Report (APR or CAPER) reports the City of New York's accomplishments and progress toward Consolidated Plan goals in the prior year from the four U.S. Department of Housing and Urban Development, Office of Community Planning and Development (HUD-CPD) formula entitlement grant programs: Community Development Block Grant (CDBG); HOME Investment Partnerships (HOME); Emergency Solutions Grant (ESG); and Housing Opportunities for Persons with AIDS (HOPWA).

The performance is based on funds received, committed and accomplishments made during the previous Consolidated Plan Program Year (January 1 to December 31).

Federal regulations require the City to submit an APR to HUD no later than 90 days after the end of the program year. Therefore, Proposed Annual Performance Reports are released in March of the following year, unless HUD has granted an extension.
