Proposed 2022 Annual Action Plan

In accordance with 24 CFR 91.105 of the U.S. Department of Housing and Urban Development (HUD) Consolidated Plan regulations regarding citizen participation, the Mayor's Office of Operations, along with the agencies responsible for implementing the City of New York's Annual Action Plan have scheduled a:

Virtual Hearing on Wednesday, July 20th 2022 from 2:00-3:00pm for the Proposed 2022 Annual Action Plan.

The 30-day Public Comment Period on the Proposed 2022 Annual Action Plan is Friday, July 1, 2022 – Saturday, July 30, 2022.

The Public Hearing has been scheduled to obtain comments on the proposed plan and the City's use of federal funds to address housing, services for the homeless, supportive housing service and community development needs, affirmatively further fair housing, and the development of proposed activities.

Questions concerning New York City's Consolidated Plan should be sent to Lisa Rambaran, the New York City Consolidated Plan Program Manager, conplannyc@cityhall.nyc.gov.

2023 Annual Action Plan

The Consolidated Plan Annual Action Plan is the City of New York's annual application to the United States Department of Housing and Urban Development's Office of Community Planning and Development (HUD-CPD) for four formula entitlement grant programs: Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA).
These federal funds are used to address affordable housing needs, homelessness, supportive housing services and community development needs for programs which either directly or indirectly benefit low- and moderate-income households.

2017 Consolidated Plan Annual Performance Reports Archive

As a condition of receiving U.S. Department of Housing and Urban Development (HUD) Office of Community Planning and Development (CPD) formula entitlement program funds (Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Housing Opportunities for Persons With AIDS (HOPWA), and Emergency Solutions Grant (ESG) funds, respectively), the City of New York is required to submit a Consolidated Annual Performance and Evaluation Report (CAPER). The Proposed 2017 CAPER reports on New York City's one-year progress (January 1, 2017 to December 31, 2017) in using its annual entitlement grants award to address the priority needs and goals articulated in the City's Consolidated Plan Five-Year Strategic Plan for Consolidated Plan Years 2015-2019. 2017 represents the third year of the five-year strategic plan.
