Voting at Throggs Neck Addition 

Beginning Tuesday, March 18, 2025, and ending Wednesday, April 16, 2025, residents of Randall Avenue-Balcom Avenue, also known as Randall-Balcom, will have the opportunity to vote on the future of their development. Randall-Balcom residents have been sent an official Notice of Vote that officially starts the engagement period as set by the voting procedures.

How to vote? 

At the beginning of the voting period, each eligible voter will receive the following voting materials in the mail: 

  • A paper ballot to vote by mail or in-person; 
  • An envelope with a mailing return address and prepaid postage that must be used if voting by mail; and 
  • Information and credentials residents can use to securely vote online. 

Voting by mail 

  • Every eligible voter will be sent a ballot. Residents can vote by completing the ballot provided and using the return envelope to mail in the vote. The ballot return envelope must be postmarked no later than April 16, 2025, to be counted. 

Voting online 

  • Eligible voters can vote online starting Tuesday, March 18, 2025, at 12 PM through Thursday, April 16, 2025, at 9 PM. Online voting is available for the entirety of the voting period. The website address and credentials will be provided with the voting materials mailed to each eligible voter. 

Voting in person 

  • Eligible voters may vote in person at a location at or near Randall-Balcom starting Monday, April 7, 2025 through Wednesday, April 16, 2025 (the final 10 days of voting). The hours will be 12 PM – 8 PM with extended hours of 11 AM – 9 PM on the last day of voting, April 16.  
     

How do I know if I am eligible to vote? 

Any person who meets the following criteria is eligible to vote: 

  • Listed on the household composition of an apartment at Randall-Balcom;  
  • At least 18 years of age as of Wednesday, April 16, 2025 (the final day of voting). 

“Household composition” is defined as the head(s) of household and all other residents with permanent permission from NYCHA to reside at the Randall-Balcom. Household composition will be determined based on your most recent Annual Recertification or Interim Recertification. 

If your Annual Recertification is overdue or if your household composition has changed, please complete a recertification as soon as possible by visiting the Self-Service Portal at selfserve.nycha.info. All changes to household composition must be received by Friday, January 3, 2025.
