The best way to apply for SCRIE and DRIE is online:

The SCRIE and DRIE applications will include a list of the documents that you must provide. These include documents verifying your age, income, residency, and, in the case of DRIE, disability. Submit copies, rather than original documents.
If you live in a Housing Development Fund Corporation (HDFC) or Mitchell-Lama apartment, you must contact the New York City Department of Housing Preservation and Development to apply for SCRIE. For applications and more information, please visit www.nyc.gov/hpd.
You will need to submit a renewal application each time your benefit ends to remain in the Rent Freeze Program.
You can renew your SCRIE or DRIE benefit online via the Tenant Access Portal beginning 60 days before the expiration of your benefit.
If you are outside of this 60-day window or otherwise unable to apply online, you can submit a paper application.
